The Safe System Approach

The Safe System Approach has been used for nearly two decades to help move countries around the world towards a goal of zero roadway deaths and serious injuries. The Safe System Approach shifts the mindset from crash prevention to injury/fatality prevention. It puts less emphasis on improving behavior and more emphasis on designing for mistakes that people make so that those mistakes do not result in fatality or serious injury crashes.

Safer People

Roads should be designed to account for human mistakes and reduce crash severity—for example, separating users by speed, providing dedicated crossing times, and improving hazard visibility.
Safer Vehicles

Vehicles incorporate design and technology to prevent crashes and reduce their severity, from crash-avoidance systems to protective safety features.
Post-Crash Care

Quick and effective response after a collision saves lives. This includes emergency medical services, traffic incident management, and crash site analysis.
Safer Land Use

Thoughtful land use reduces car dependence and shortens trips, lowering exposure to crashes. It also manages how properties, streets, and transportation facilities interact.
Safer Roads

Safety depends on supporting all road users—people walking, biking, driving, riding transit, and using other modes—through education, enforcement, and supportive infrastructure.
Safer Speeds

Lower speeds reduce impact forces, give drivers more time to react, and improve visibility, all of which increase the chance of surviving a crash.

Roadway Design Hierarchy

The Roadway Design Hierarchy is used to develop a preliminary list of treatments and strategies by evaluating options across all four tiers. Each tier is assessed for its applicability, and the combined set of candidate treatments is then refined and prioritized to identify the most effective and context-sensitive solutions.
